WEB-BASED KNOWLEDGE
DSS can be defined as computer-based
tool used to support complex decision-making and
problem solving. Although thisdefin ition applies
very well to decision-making in many purely technical
areas, it falls short of reflecting one extremely
important aspect of the decision-making process
in water resource systems: the role of human factor.
Due to the complex nature of water resources management
problems, including lack of consistent and complete
data and uncertainties, the process of finding optimized
decisions cannot be limited to solving of mathematical
optimization problems or performing complex simulations.
Therefore, we will view the DSS asa set of computerbased
tools that provide decision-maker with interactive
capabilitiesto enhance hisunde rstanding and information
base about options through use of models and data
processing. This perspective enables reaching decisions
by combining personal judgement with information
provided by these tools.
Classic DSS tool design, comprises components for:
- database management capabilities with access to
internal and external data and information
- powerful modelling functions accessed by a model
management system
- user interface designs that enable interactive
queries, reporting and graphic functions.

One of the biggest challenges
for DSS facilitating access to information by a
broad spectrum of stakeholdersisthat available information
must directly address their concerns and information
needs. Therefore, it isimpor tant to know how the
information is obtained from and presented to non-specialists:
what information is or should be presented, what
form the information has, and how the access to
the information ismanaged . Another challenge isas
sociated with enabling non-technical professionals
to obtain answers to their questions, especially
in cases where both questions and responses need
not be expressed in technical terms. The information
presented to nonspecialists cannot substitute or
hide the facts. This information must contain the
same value as far as real consequences of options.
